Red Hill Service Company has studied in great length the various long-term goals, envisioned by various Procurement Directors for Apartment Communities throughout Southern California, in an effort to provide regional capabilities for ongoing apartment turn efforts. Thus, our primary objectives are as follows:
- Reduce the overall supplier base by initiating the services of one company to provide complete apartment turn services on a regional, multi-regional, and statewide basis.
- Providing competitive and consistent long-term pricing, therefore, reducing the overall annual costs for complete apartment turns within the Southern California Region.
- Increasing the quality, and level of service for complete apartment turns within the Southern California Region.
- Provide each community with a standardized quality scope of work and procedures for the Southern California Region.

Red Hill Service recognizes the importance and the long-term financial impact gained with such a maneuver. Red Hill Service Company currently imposes a similar strategy with its capital expense work within the Southern California Region. Our initial selling point to all of our clients includes a focus on the convenience of dealing with one General Contractor thus providing economy-of-scale for work performed while reducing the number of suppliers and contacts over a given year. In addition to convenience, the increased relationship between our valued business partners and Red Hill Service Company is one of partnership rather than client vs. supplier.
Providing Competitive and Consistent Long-Term Pricing
Red Hill Service Company is prepared to offer our business partners with Competitive and Consistent Long-Term Pricing for Apartment Turn Services on a regional, multi-regional and statewide basis. Most of the Procurement Managers request our pricing be good for the duration of a one-year contract. Red Hill Service Company is prepared to meet and exceed this request.

Red Hill Service Company prided itself in providing hundreds of new homeowners with the home of their dreams.
This level of quality and work experience transfers seamlessly into every project we perform. Our experience in scheduling a large work force and the documentation of procedures performed has positioned Red Hill Service Company perfectly for the Apartment Turn Services. Quality Control
Red Hill Service Company has extensively researched numerous companies in the Apartment Turn industry. Most do not provide combined services such as Red Hill Service Company is proposing, but in some cases you will find a cleaning company willing to paint or vise versa. Red Hill Service Company has also engaged in several in-depth discussions with Portfolio Managers, Community Engineers, Procurement Managers and Maintenance Managers regarding the success, or lack of success, of previous efforts to provide apartment turns on a regional and multi-regional basis. We fully understand that when a Maintenance Manager is not happy with our finished product, the end is near. In addition, if quality is allowed to slip over a substantial period, it will take even longer to repair the damage. Labor Force
While reducing the supplier base sounds great, finding a company equipped to provide the in-house work force necessary to provide Apartment Turns for the Southern California Region is a much different story. Our vision to provide Apartment Turns Services on a regional, statewide and national platform requires Red Hill Service Company to be in full control of the entire operation.
In order to provide the number of skilled labor necessary to perform apartment turns on a regional, statewide and national basis, Red Hill Service Company is pleased to announce a partnership with our friends, Laborers International Union of North America (LIUNA). Red Hill Service Company has entered into a historic National Collective Bargaining Agreement with LIUNA, thus providing Red Hill Service Company with a well-trained and qualified work force ensuring our clients of the highest standard of quality workmanship. Red Hill Service Company is the only signatory in this exclusive agreement. We consider this very special relationship a major component of our liability to deliver “Quality and On Time Performance” for all our clients. Because of this agreement, Red Hill Service Company positions itself as the only company with Full-Service Apartment Turn Services, capable of providing these services on a regional, multi regional, statewide and nationwide basis.
Training
Training is the cornerstone of our Apartment Turn business development. Red Hill Service Company will not compromise in offering our valued business partners with anything less than the highest quality of workmanship available on all facets of services offered and work performed.
In view of this highest priority, Red Hill Service Company’s on-going relationship with LIUNA provides Red Hill Service Company with an ample supply of laborers who have successfully completed a Multi-Skilled Training Program at theLIUNA Training Facility in Azusa, California. In addition to the hands-on trade curriculum, Red Hill Service employees obtain OSHA Ten Certification, equipment / tool certification, and scissor / boom lift certification. We invite all of our business partners to visit the LIUNA Training Facility and actively take part in the creation of a hands-on curriculum designed to provide our labor force with the specific skills necessary in meeting the needs of Apartment Turns Services. Scheduling
Red Hill Service Company has prepared a system and schedule designed to provide your onsite maintenance personnel with a simplistic procedure to order turn services on a weekly basis. Each Maintenance Manager will receive a Pocket PC provided by Red Hill Service Company. With the use of the Pocket PC, each maintenance manager will be able to input the necessary information for each unit into Punch List Manager. Once sent, the information instantaneously is sent to our scheduling department. Below is a brief outline on how this procedure works.
Friday
Maintenance Managers walk all available units with their Pocket PC. For each unit they will go through a short checklist to will specify if units need to be painted, do areas need to be primed prior to paint, do ceilings need paint, do cabinets need paint, does it need cleaning, carpets cleaned or replaced, etc. They can also add in maintenance requests at this time if they note things like leaking faucets, damaged drywall, etc. Once the walks are completed, the Pocket PC is synched up with the main server and these requests are automatically forwarded to our scheduling offices.
Sunday
All work requested the previous week is inputted to a master schedule and all field supervisors are sent a Paint, Clean, Carpet and Maintenance Schedule for the following week.
Monday
Field Supervisors meet with each of their crews; schedules are reviewed and weekly safety meetings are held. Paint Crews are dispatched to each complex and begin their scheduled work.
Tuesday – Thursday
Cleaning Crews, Carpet Crews and Maintenance Crews will report, as scheduled, to complete their work assignments. The Corporate office will provide the appropriate work orders for each unit.
Friday
The Maintenance Manager is to confirm that all work is completed and submit all invoices for processing.

Ramp up Policy
Vital to the success of our clients Apartment Turn Program is a Ramp-Up Strategy. As mentioned, earlier in this proposal, there are three primary reasons why Apartment Turn Programs on a regional level have failed in the past. One of those three reasons is no consideration given to the importance of a strategic Ramp-Up Schedule. While Red Hill Service Company has the work force to provide turn services for a large number of new complexes with just a few days notice, we also know that a systematic ramp up schedule works in the best interest of our clients and with our efforts to provide these clients with the highest level of quality control.

Real-Time Scheduling
Scheduling the Apartment Turns for our valued partners is key to the programs overall success. Over the past year all scheduling has been initiated by telephone, and more commonly, when Red Hill Service personnel arrives on site. This loosely formatted style of scheduling is costly and highly inefficient. Currently, there is no set format in the scheduling of Apartment Turns for most of our clients. This is primarily because; most communities’ on-site staffs are performing the majority of the Apartment Turns in-house. As our clients move forward into Third Party Apartment Turns, establishing a scheduling protocol is paramount. (Please See Scheduling)
The first step is to provide each Maintenance Manager with a simple tool to document the various task needed for each unit and send this information to the Red Hill Service Company Scheduling Department. Because Maintenance Managers are so busy, Red Hill Service Company will provide a scheduling tool which user-friendly and efficient. Each Maintenance Manager will receive a HTC FUZE Smart Phone. Each Smart Phone will be equipped with the Puncj-List Manager Software, which directly links to our scheduling department. Red Hill Service Company and Training Personnel provided by Punch-List Manager will organize a one-day training seminar for your Maintenance Managers.

Environmental Considerations
Over the last decade, scientists have shown that the earth’s air quality is suffering which not only causes detrimental effects to our ozone layer, but also leads to poor health in humans. More recently, studies have found that our indoor air quality is worse than the outdoor air quality. One of the biggest contributors to this reduced air quality is high levels of chemicals and other allergens from the out-gassing of the building materials in the homes. As more chemicals are linked to cancers and respiratory illness, many people have looked for ways to reduce their exposure to these harmful chemicals to improve their health and the health of their families.
Traditionally, Volatile Organic Compounds (VOC), are used in the manufacturing, installation, and cleaning of most products. Over time, these VOC’s are released from the product and into the homes air where they are inhaled. Until a few years ago, finding paint, floor coverings and cleaners without harsh chemicals was difficult. However, as the technology has advanced, finding “green” ways to build and maintain a home are more readily available.
Paint
One way to do this is to provide green alternatives in the apartment turn services we offer. Each unit is painted with Sherwin-Williams Harmony line of paints which are No-VOC paints. This paint is available in thousands of colors and still comes with the same durability and lifetime warranty that their traditional VOC filled paints use.
Cleaning Products
Red Hill Service Company uses cleaning and carpet-cleaning products which are “Green Seal” certified and tested to verify they not only meet or exceed Green Seal’s Environmental Standards for Industrial and Institutional Cleaners, but also are just as effective as traditional chemical cleaners are.
Flooring and Carpets
When flooring replacements are necessary we can choose green alternatives in the form of natural linoleum flooring which is jute-backed linoleum produced from wood flour, natural oils and rosins. This flooring not only resists fading and wears better than traditional linoleum, but it has no VOC’s and can be installed using VOC free adhesives. For carpeting replacement, Red Hill Service Company recommend a jute backed P.E.T fiber carpet. The P.E.T carpet has reduced VOC’s, and is installed with VOC free carpet padding and adhesives, and has a natural resistance to stains. Pigments also hold better in P.E.T fiber carpet so they resist looking dingy.
Cost
Initial costs on these products are very similar to their “non-green” counterparts, but they wear better and last longer, so the cost difference nullified in the durability of the product.
Marketability
Supplying a “green” home to our clients serves as a positive selling feature, as many people with chemical sensitivity and asthma will literally breathe much easier in your apartments with reduced VOC’s. In addition, families with small children and animals are beginning to see the reports, which are linking chemical concentrations to sickness and cancers; our partners can be one of the first communities to market a healthy home for these families.
